Overview
Ministry of Economic Development, Industry and Trade of the Vologda Oblast works in accordance with the Clause of the Ministry of Economic Development, Industry and Trade. The Ministry of Economic Development, Industry and Trade is the main local government body responsible for carrying out the investment policy, foreign economic activity, trade and economic relations. It is responsible for co-coordinating the activities of federal and regional executive bodies in relation to foreign investment, domestic and international trade, preparing concession agreements and production-sharing agreements, infrastructure development.
The Ministry of Economic Development, Industry and Trade develops and maintains foreign economic relations for the Vologda Oblast fostering partnerships that increase global visibility, cultural understanding and economic growth.
Within its competence, the Ministry performs the following functions:
- investment activity development;
- scientific and innovative activity development;
- Vologda’s trade and economic relations, as well as economic integration with the Russian regions and foreign states;
- control for liquor market of the Vologda Oblast;
- control for observance of normative and legal documents;
- assistance to enterprises and companies of the Vologda Oblast aiming to participate in international exhibitions, fairs, presentations and any other activities;
- preparation of agreements, contracts, memorandums, minutes of deliberations about foreign economic relations;
- organization of events aiming to attracting foreign investment;
- development of export capacity and provision of wide integration of the region's economy into the national and world economy;
- provision of small- and medium-sized business of the Vologda Region;
- modernization and technological renewal of key industries, localization of production, introduction of modern resource saving techniques;
- coordination in development of investment programs;
- development of the proposals for stimulation of export potential development, optimizing foreign trade and payment balances, carrying out preparation of forecasts for the export of goods (works and services).

A delegation of the Embassy of Japan in Russia headed by Plenipotentiary Minister of the Embassy of Japan in Russia arrived in Vologda Region on a three-day working visit. Representatives of the executive authorities of the Vologda Region met with the members of the Japanese delegation to discuss guidelines for Russian-Japanese cooperation and prospective benefits of conducting joint economic activities.
Cooperation between the Vologda Region and the Czech Republic was discussed at the St. Petersburg International Economic Forum. Vitaly Tushinov, Deputy Governor of the Vologda Region met with Consul for Trade and Economic Affairs of the Consulate General of the Czech Republic in St. Petersburg.
On May 22nd, a delegation from the Czech Republic led by Governor of Zlín region Jiri Cunek arrived in the Vologda Region. Among the members of the delegation there were high-ranking officials of the Zlín Region of the Czech Republic and businessmen.
Vologda Region Governor Oleg Kuvshinnikov and Deputy Governor Anton Koltsov met with the Korean entrepreneurs in the Cherepovets City Hall. The focus of the meeting was on cooperation development in the sphere of mechanical engineering, namely production of tractors.
The Spanish businessmen arrived in the Vologda Region on a two-day duration visit to hold a meeting with Deputy Governor Vitaly Tushinov, Head of the Department of Economic Development Evgeny Menshikov and Director of the Vologda Region Development Corporation Oksana Yakovleva. The negotiations in the local government are aiming to discuss the possibility of implementing a new investment project for production of peeled veneer and veneered panels.
A delegation of German businessmen headed by representative of Saxony's Business Community in the Russian Federation Dr. Manfred Liebl arrived in Vologda on March 20th.
St. Petersburg Partneriat for small and medium business is a 3 day event being held from 20 - 22, 2018 at Expoforum Convention and Exhibition Centre, St. Petersburg.
A three-day official visit of the Vologda Region to the Republic of Armenia was arranged on December 16-18. Deputy Governor of the Vologda Oblast Anton Koltsov summed up the results of the visit and defined guidelines for cooperation between Vologda and Armenia in such spheres as economy, culture, tourism, timber industry and agriculture.
Vologda’s entrepreneurs strive to develop partnership relations with Germany and India. The business mission to Germany will be held on November 7-10, 2017 and to India - on December 4-7, 2017. The visits will be organized by the Vologda Center for Entrepreneurship Support and the Department of Economic Development of the Vologda Region.
The main objective of the visit is to get acquainted with the economic potential of the Vologda Region.
