Overview
Ministry of Economic Development, Industry and Trade of the Vologda Oblast works in accordance with the Clause of the Ministry of Economic Development, Industry and Trade. The Ministry of Economic Development, Industry and Trade is the main local government body responsible for carrying out the investment policy, foreign economic activity, trade and economic relations. It is responsible for co-coordinating the activities of federal and regional executive bodies in relation to foreign investment, domestic and international trade, preparing concession agreements and production-sharing agreements, infrastructure development.
The Ministry of Economic Development, Industry and Trade develops and maintains foreign economic relations for the Vologda Oblast fostering partnerships that increase global visibility, cultural understanding and economic growth.
Within its competence, the Ministry performs the following functions:
- investment activity development;
- scientific and innovative activity development;
- Vologda’s trade and economic relations, as well as economic integration with the Russian regions and foreign states;
- control for liquor market of the Vologda Oblast;
- control for observance of normative and legal documents;
- assistance to enterprises and companies of the Vologda Oblast aiming to participate in international exhibitions, fairs, presentations and any other activities;
- preparation of agreements, contracts, memorandums, minutes of deliberations about foreign economic relations;
- organization of events aiming to attracting foreign investment;
- development of export capacity and provision of wide integration of the region's economy into the national and world economy;
- provision of small- and medium-sized business of the Vologda Region;
- modernization and technological renewal of key industries, localization of production, introduction of modern resource saving techniques;
- coordination in development of investment programs;
- development of the proposals for stimulation of export potential development, optimizing foreign trade and payment balances, carrying out preparation of forecasts for the export of goods (works and services).

On September 22nd, a delegation of Vologda’s experts led by Kirill Toropov, head of the Economic Development Department participated in the Russian-Chinese Forum arranged at the Greenwood Business Park in Moscow. The delegation from Vologda was invited by President of the Greenwood Business Park in Moscow Cai Guiru.
The representatives of the Economic Development Department of the Vologda Region and heads of innovative companies in the region arrived in Moscow to present innovative activities of the region. The presentation is arranged within the framework of the cooperation agreement between the Government of the Vologda region and Sistema, Russia's publicly listed holding company, a major private investor in Russia' economy.
The main exhibition event in the Czech Republic will be the 57th International Engineering Fair (MSV). It is the leading industrial trade fair in Central Europe with annual participation reaching more than 1800 exhibitors and 75000 visitors from 60 countries worldwide. More than a third of the exhibitors are from abroad. All nine of the key specialist sectors of the engineering industry are very well represented.
On November 26, Mr. Kozhevnikov is due to carry out a presentation of the economic potential of the Vologda Oblast for the Italian business community.
The members of the delegation from Jilin, a province of the People’s Republic of China situated in the central section of China's northeast region are representatives of business circles and top leadership of the province. Its objective is to get acquainted with the socio-economic potential of the region and hold negotiations concerning investment cooperation between China and the Vologda Oblast.
The Sochi International Investment Forum is a modern platform for constructive dialogue between business and government that is necessary for the successful implementation of major investment projects on Russian territory.
