New Hampshire Delegation to Vologda

There were presentations by members of the Judicial Council. Interestingly enough, the topics presented dealing with problems in the judicial system could easily have been presentations by New Hampshire judges. The problems ranged from too few judges to insufficient funding for buildings to transparency and openness with the press. Judge Lewis and Judge Fitzgerald had an interesting personal conversation with the Chief Judge of the Arbitrage Court regarding the court and relations with the press. The Attorneys then went to the first session of the advocats meeting in the Duma. There were roughly one hundred lawyers, students and teachers present for the presentations.

The agenda for the seminar was The Power and the Role of the Defense Attorney in Russian and American Criminal Procedure. The seminar was organized by the Chamber of Advocates of the Vologda region, Russian American Rule of Law Consortium, the Union of Lawyers of the Vologda Region.

Presenters Alexei Alexeyevich Vlasov, professor of Vologda branch of Moscow State Law Academy. He discussed the power and role of the defenses attorney in the Russian Federal system.

Bjorn Lange and Mark Larsen, defense attorneys from New Hampshire presented on the power and the role of the defense attorney under the criminal procedure legislation of the state of New Hampshire. Using a hypothetical, they worked their way through the process from arrest to appeal.

Professor Lev Kruglikov, J.D., Yaroslavl State University, discussed changes and amendments in the Criminal Code of the Russian Federation.
