Powers and Duties
Yuri Zhavoronkov coordinates the work of the executive bodies and local government divisions and issues instructions in the following areas:
- regional security management (public, economic, fire, transport, information), interaction between the Governor of the region and the Government of the region with the Office of the Ministry of Internal Affairs of the Russian Federation for the Vologda Region, the Office of the Federal Service of the National Guard Troops of the Russian Federation for the Vologda Region, the Office of the Federal Security Service of the Russian Federation for the Vologda Region, the Investigative Department of the Investigative Committee of the Russian Federation for the Vologda Region and other law enforcement agencies;
- cooperation between the Vologda Region Governor and the Government of the region with the Russian Orthodox Church;
- state financial control and control in the field of procurement of goods, works, and services to meet state and municipal needs within the competence of the Ministry of Finance of the Vologda Region;
- coordination of the activities of the executive bodies of the region on the implementation of internal financial control and internal financial audit;
- interaction with the Control and Accounting Chamber of the region;
- organization, protection and reproduction of forests, afforestation, maintenance of the state forest register, implementation of federal state forest control and forest protection;
- investment and innovative development of the timber industry complex of the region;
- organization of the International Forest Forum and the Russian Forest Exhibition;
- protection and use of specially protected natural territories of regional significance, with the exception of regional natural biological (zoological) sanctuaries;
- cooperation with federal executive authorities in Moscow;
- organization and implementation of anti-corruption measures in the region;
- protection of property, public order, prevention of terrorism, extremism, anti-terrorist protection of religious organizations and industrial facilities and combating crime within the powers of the executive bodies of the region;
- implementation of a unified state policy and control of mobilization activities in the region;
- protection of state secrets, special documentary communication;
- cooperation with the National Anti-Terrorism Committee, the Government Commission for the Prevention of Offenses, the District Coordinating Council for Combating Terrorism, Political and Religious Extremism, and Ethnic Separatism under the Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District, and the Coordinating Council for Law Enforcement under the Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District, and anti-terrorist commissions of municipalities;
- initial registration for military service;
- pardon issues;
- prevention of inter-municipal and regional emergencies, natural disasters, epidemics and elimination of their consequences;
- protection of the population and territories from emergency situations;
- safety at water facilities;
- activities of emergency services and rescue units in the region;
- civil defense measures, protection of the population and the territory of the region;
- interaction with the State Anti-Drug Committee, anti-drug commissions of municipalities of the Vologda Region;
- conscription of citizens for military service.
