Vyacheslav Pozgalyov

Early life
Vyacheslav Pozgalyov was born on November 15, 1946 in Pyongyang, North Korea and was raised in the Far East and Cherepovets, Vologda Oblast.
Career
In 1970 he earned a degree in electromechanical engineering from the Leningrad Electrical and Technical Institute. He worked at the Cherepovets Metallurgical Plant, the largest metals and mining company in Russia, for almost twenty years, during which time he rose to the position of deputy director. From April 1990 through March 1996 Vyacheslav Pozgalyov held various leadership positions. He chaired the Executive Committee of the Cherepovets City Council of deputies and then assumed his duties as Mayor of Cherepovets City.
Election
In March 1996 Mr. Pozgalyov was appointed acting head of the Vologda Oblast Administration by Boris Yeltsin, the first President of the Russian Federation. On June 3, 1996 he was assigned as head of the Vologda Oblast Administration. In October 1996 Vyacheslav Pozgalyov became the first elected governor of the Oblast winning reelection three times. During the first governor elections more than eighty percent of the people that voted were in favour of Vyacheslav Pozgalyov. At the next elections on December 19, 1999, he outvoted his rival receiving 78% of the votes. On December 7, 2003 Mr. Pozgalyov was elected for the third term. He gained 83% of the votes cast.
Renomination
Since 2005 governors are proposed by the President of Russia and approved or disapproved by regional legislative assemblies rather than elected by direct popular vote. In 2007, before his term as elected governor would expire, Pozgalyov asked Vladimir Putin to nominate him for approval according to the new legislation, and he agreed. On June 21, 2007 Vyacheslav Pozgalyov was approved by the Vologda Legislative Assembly.
Awards
Governor Pozgalyov is the recipient of numerous awards and decorations. Mr.Pozgalyov's awards include two State Distinguished Service Orders (1996, 1999), the Order of Honour (2003), and the Order of Friendship (2006).
Mr.Pozgalyov is the RF Government Prize winner (2000) and a laureate of the Russian National Olympus, Russia's main prize (Best Russian Governor 2006-2007).
Now he is a member of the Presidium of State Council of Russian Federation.
Family
Vyacheslav Pozgalyov is married to Tatyana Pozgalyova. They have a daughter and a grandson.
