Foreign Relations
The Department of Foreign Economic Relations, International and Interregional Cooperation of the Governor’s Administration is a subdivision of the Administration of the Vologda Region Governor. The Department develops and maintains foreign relations for the Vologda Oblast fostering partnerships that increase global visibility, cultural understanding and economic growth.
Within its competence, the Department performs the following functions:
- protocol maintenance of events with participation of the Vologda Region Governor in accordance with standard rules of the national, diplomatic and business protocol, maintenance of etiquette and procedure in organising meetings, receptions and visits with the Governor's participation;
- controlling, directing, organizing and management of activities of the Vologda Region Government and executive bodies of the Vologda Region with respect to events and meetings with the Governor’s participation;
- implementation of the mutual international, science and cultural relations of the Vologda Region with abroad countries and cities;
- conducting organizational work with foreign delegation arriving to the Vologda Region and organizing official visits of Vologda's delegation abroad;
- organization and coordination of activities aiming to establish and develop sisters connections and friendship;
- assistance to enterprises and companies of the Vologda Region aiming to participate in international exhibitions, fairs, presentations and any other activities;
- preparation of agreements, contracts, memorandums, minutes of deliberations about inter-regional and international relations;
- translation of international correspondence for the Vologda Oblast Government.

More than two thousand spectators gathered at the Vologda Sports Palace for the opening ceremony of the International Wushu Tournament between the national teams of Russia and China, and the Martial Arts Festival with the participation of Russian and Chinese athletes. Vologda Region Governor Georgy Filimonov welcomed the guests and addressed the participants of the tournament.
Vologda Region Governor Georgy Filimonov and Plenipotentiary Minister of the Chinese Embassy in Russia Zhang Wei took part in the opening ceremony of the regional branch of the Society of Russian-Chinese Friendship. The event was held with the support of the Russian Ministry of Foreign Affairs and its head Sergey Lavrov.
Vologda Region Governor Georgy Filimonov and Plenipotentiary Minister of the Chinese Embassy in Russia Zhang Wei discussed guidelines for economic cooperation between the Vologda Region and China. The meeting took place within the framework of the opening of the Vologda branch of the Society of Russian-Chinese Friendship.
In April 2024, a Memorandum on friendly relations and cooperation was signed between the Government of the Vologda Region and the People's Government of Shaanxi Province. On a return visit, a delegation from the region, consisting of members of the Vologda Region Government and representatives of 18 leading companies, arrived in Xi'an.
"The Vologda Oblast is a region of opportunities for business, tourism and industrial growth. The region is the first in Europe in the production of phosphorus fertilizers, and every fourth wooden house in the country comes from Vologda’s factories," said Georgy Filimonov, Governor of the Vologda Region. The annual volume of industrial production is more than $15 billion.
The investment potential of the Vologda Region was in the highlight of the discussion between business representatives of Jiangsu Province of the People's Republic of China and Mayor of Cherepovets Vadim Germanov. The Chinese delegation was led by the head of the Trade and Economic Representative Office of Jiangsu in Russia and the CIS.
The International Martial Arts Festival was timed to coincide with the 30th anniversary of the Cherepovets Martial Arts Center and the 75th anniversary of the establishment of diplomatic relations between China and Russia. China and Russia are two countries with a long history and culture, and the friendly relations between the two countries have a long history.
Vologda Region Governor Oleg Kuvshinnikov and Deputy Prime Minister of Belarus Leonid Zayats discussed guidelines of further cooperation between our region and the Republic of Belarus. The working meeting, which was attended by representatives of the Vologda Region and the Belarus' Government, was held as part of the visit of Vologda’s delegation to Minsk.
The prospects for the development of cooperation between the Vologda Region and the Republic of Belarus were discussed in Minsk at a working meeting of President of the Republic Alexander Lukashenko and Governor of the Vologda Region Oleg Kuvshinnikov.
Governor Oleg Kuvshinnikov met with Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Russian Federation Dmitry Krutoy. They discussed prospects of cooperation between the Vologda Region and Belarus. The visit was organized on the eve of the official visit of a delegation from the Vologda Region to Belarus.
The Russian Hunting festival was held on the territory of the Museum of Architecture and Ethnography Semyonkovo for the second time.
Cooperation of Vologda Region and India was discussed at the Vologda Region Government. First Deputy Governor Dmitry Gorbachyov had a meeting with Mr. Kumar Gaurav, Consul General of India in St. Petersburg.
Today the Republic of Uzbekistan is one of the key trade and economic partners of the Vologda Region. The republic ranks tenth among the counterparty countries of the region. In 2022, the foreign trade turnover with Uzbekistan increased 2.4 times compared to 2021 and amounted to USD 252.5 mln.
Vologda’s manufacturers are increasing export of products to the Chinese People’s Republic. For 6 months of 2023, the region delivered its products in the amount of USD 9 mln to China, which is 2.5 times more than the same period in 2022.
A delegation of the Vologda Region led by First Deputy Governor Dmitry Gorbachyov took part in the 2023 China (Langfang) International Economic and Trade Fair.
Prospects for further cooperation between the Vologda Region and the Republic of Belarus were discussed at the 26th St. Petersburg International Economic Forum.
The UCLG retreat “Eurasia Cities and Global Trends” was held in the Russian city of Kazan on 24-28 May for the first time.
The Chinese guests visited JSC Apatit (PhosAgro Group), PJSC Severstal, JSC Cherepovets Plywood and Furniture Factory, JSC Russian Biscuit, LLC Kharovsklesprom and LLC Northern Milk. A meeting with representatives of regional business was also held in Cherepovets.
First Deputy Governor Eduard Zainak met with His Excellency Moses Kawaaluuko Kizige, the Ambassador of the Republic of Uganda to the Russian Federation. The parties discussed the possibilities of cooperation in trade, economic and humanitarian spheres.
April 2 is the Day of Unity of the Peoples of Belarus and Russia.
Prospects for further cooperation between the Vologda Region and the Republic of Belarus will be discussed at the 19th meeting of the joint Commission for the development of cooperation between the Vologda Region Government and the Government of the Republic of Belarus. It is scheduled to be held in February 2023.
Russian Ded Moroz lit up the first New Year’s tree on his birthday, on November 18th, and set off for his pre-New Year journey on November 25. It lasted till December 21.
A meeting of the Vologda Region Council for international, interregional cooperation and relations with compatriots abroad took place in the Vologda Region Government. It was chaired by Inna Sinyagina, head of the Governor’s Administrative Office.
Today, Governor Oleg Kuvshinnikov met with Igor Milidovich, the head of the department of the Embassy of the Republic of Belarus in St.Petersburg.
Vologda Oblast Governor, head of the Russian National Network Association of Healthy Cities, Districts and Villages Oleg Kuvshinnikov is taking part in St Petersburg International Health Forum. 2022 edition of St Petersburg International Health Forum is held at Expoforum, Saint Petersburg. It started on 25th October. It is a 3 day event.
The 9th Russian-Armenian Forum was held in Yerevan. At the event, the Vologda Region and Armenia discussed opportunities for further cooperation and expressed readiness to continue their work.
Representatives of foreign countries came to the Russian Hunting Festival which took place last weekend in the Vologda Region. They got acquainted with new itineraries of the region and ecotourism opportunities, hunting and cultural traditions of the Russian North and tasted food products of our region.
On September 9th Acting Chairman of the local government Eduard Zainak met with the Honorary Consul of the Republic of Fiji in Russia’s North-West Federal District Philip Khanin.
On June 14, leading enterprises of the Vologda Region were able to communicate with Trade Representative of the Russian Federation in the Republic of Azerbaijan Ruslan Mirsayapov and head of the representative office of Russian Export Centre in the Republic of Azerbaijan Nuri Guliyev.
Vologda Region Governor Oleg Kuvshinnikov is to head the delegation at the St. Petersburg International Economic Forum held on June 15-18.
On June 2, a large-scale presentation of the Vologda Region was held at the Cultural Center of the Russian Foreign Ministry in Moscow. Russian Foreign Minister Sergey Lavrov, Vologda Region Governor Oleg Kuvshinnikov and 72 diplomats from 36 countries, including 23 ambassadors, attended the event.

Ambassador Extraordinary and Plenipotentiary of the Democratic Socialist Republic of Sri Lanka to the Russian Federation, Professor Janita Abeyvikrema Liyanage, paid an official visit to Cherepovets, Vologda Region.
On Tuesday, December 29 a meeting of the United Russia General Council Commission on international cooperation and support of compatriots abroad took place in Moscow. Russian Foreign Minister Sergey Lavrov chairs the Commission.
Projects that were implemented in 2021 and plans for the near future were discussed at a meeting of the Vologda Oblast Council for International, Interregional Cooperation and Relations with Compatriots Living Abroad.
The cooperation between the Vologda Region and Belarus in such spheres as economy, trade, industry, agriculture and timber industry was discussed at the 18th meeting of the Joint Commission on cooperation between the Vologda Region and the Republic of Belarus.
The issues of strengthening the international relations of Russian regions with other countries were discussed at the Ministry of Foreign Affairs of the Russian Federation. The Foreign Affairs Ministry became the venue for a meeting of the Council of Heads of Subjects of the Russian Federation. Vologda Region Governor Oleg Kuvshinnikov attended the meeting.
The Vologda Region was visited by Gerjan den Hartog, head of Netherlands online retailer VidaXL, and the co-founder of the Netherlands-Russia Centre (NRCE), Vladimir Bongard.
On October 27, during an online meeting Russian regions and Vietnamese provinces discussed guidelines of interregional cooperation.
On October 18th First Deputy Governor Anton Koltsov met with Branko Rakovec, Slovenian Ambassador to Russia. The parties discussed guidelines for trade and economic partnership ties.

Representatives of the executive authorities of the Vologda Region met with the members of the Japanese delegation to discuss guidelines for Russian-Japanese cooperation and prospective benefits of conducting joint economic activities.
The prospects of cooperation between the Vologda Region and the Republic of Armenia were discussed at the local government. The meeting was held in the video conference format.
The first meeting of the Russian-Chinese Standing Working Group on Interregional and Cross-border Cooperation and Special Economic Zones was held in the video conference format.
Fort Ross Dialogue has become a platform for Russian and U.S. politicians, cultural workers and experts to discuss the ways to boost cooperation between the two countries.
The Vologda Region (Russia) and Fergana Region (Uzbekistan) have been sustaining partnership ties for years. Over these years, the parties have implemented a whole range of joint projects.
Today top leadership of the Vologda Region Government and Dak Lak Province (Vietnam) held an online business meeting. The relations between Vietnam and the Vologda Region started long before, dating back to the 1960s. It was during this period that several thousand Vietnamese residents worked at key enterprises of the Vologda Region under an interstate agreement.
2020 edition of International Green Week organised by Messe Berlin GmbH started on January 17th. It is a 10 day event.
During the meeting with the Deputy Governor, the Slovak guests noted the high level of the exhibition and confirmed their readiness for further development of joint work at the interregional level.
A delegation of the Moravian-Silesian Region of the Czech Republic arrived in Vologda on an official visit on December 4.
The diplomatic reception devoted to 101-year formation of Czechoslovakia was organized in St.Petersburg.
Leading Russian and US experts, scientists, businessmen, and diplomats arrived in the Vologda Region to participate in an international conference Fort Ross Dialogue in Vologda on June 3-4.
Since 2012 the venue of the annual international forum has always been the Fort Ross California Historic Park, founded by Russian merchants from the Vologda Region at the beginning of the 19th century. Its participants are Russian and American politicians, representatives of the Russian Geographical Society, experts and entrepreneurs from both countries.
Chairman of the Vologda Region Government Anton Koltsov met with Andrey Bader, Corporate Affairs Director of Nestlé to discuss construction of a new cereals plant on the territory of the Vologda Oblast. The meeting was held within the framework of the Russian Investment Forum in Sochi.
A delegation of the Vologda Region led by Governor Oleg Kuvshinnikov has arrived in Sochi to take part in the Russian Investment Forum.
The Russian Investment Forum, the key business event for showcasing Russia’s investment and economic potential, will take place on February 15–16, 2018. The Investment Forum in Sochi is held annually and attracts participants from Russian regions and foreign countries.
