Migration centre to be launched in Vologda Oblast.

Vologda Oblast Governor Oleg Kuvshinnikov made up this decision at a meeting devoted to ethnic relations.
On October 22 President Vladimir Putin signed a law giving local authorities more responsibility for handling relations between ethnic communities.
Speaking at the Interethnic Relations Council in the Urals town of Ufa, Putin asked the local governments to take more efforts in implementing the government’s long-term strategy to minimize tensions among the numerous ethnic groups living in Russia.
In 2012 Vladimir Putin approved the State Migration Policy Concept of the Russian Federation through to 2025. The Concept contains seven sections. In addition to general provisions, these include conditions for the formation and implementation of Russia’s state migration policy; the goals, principles, objectives and key areas of this policy; international cooperation in this area; information analysis and basic mechanisms and stages for implementing Russia’s state migration policy.
The main directions for Russia’s state migration policy are: helping Russian compatriots living abroad to resettle in Russia and facilitating the return of emigrants, as well as promoting the immigration of qualified specialists and other foreign workers needed on the Russian labour market; creating conditions for immigration to Russia by entrepreneurs and investors; and simplifying entry and residence in the Russian Federation for foreign citizens doing business in Russia.
The migration centre of the Vologda Oblast will specialize in catering the needs of migrants living on the territory of the Vologda Region, who seek professional, accurate and speedy skilled migration advice. The professional migration consultants will be dedicated to provide fast and most appropriate expert advice.
According to the population census that took place in 2002, there are 1,270,000 people in the Vologda Region representing 160 nationalities. Russians make up 97,3% of the population. The Vologda Oblast has experienced a migrant inflow from the republics of the ex Soviet Union recently. Moreover, the Vologda Oblast attracted temporary labour migrants in the 2000s and the number of the latter quickly exceeded the immigrant flow.
Last year Vologda's Governor Oleg Kuvshinnikov opened a school for migrants in Cherepovets, Vologda Oblast.
The main objective of such schools is to teach guest workers and migrants the Russian language, culture, laws, and history of the Vologda Region. The school tries to build an assimilation-conducive educational model, taking into account the fact that people of various ethnic origin sit in the class.
This was the second school of this type launched in the Vologda Region. The first one started its work in Sheksna. The schools are run by employers that attract foreign labour force, by public organizations and foreigners themselves.
There are Azerbaijani, the Tajik and Kirgiz as well as Uzbeks in the classes. All of them are delighted to learn Russian, since they understand that they will need it. Many migrants consider education as a way to enter an institution of tertiary education or to find a good job.
